People cross the Espiritu Santo river during heavy afternoon rains more than two weeks after Hurricane Maria hit the island. At the time, only 11.7 percent of Puerto Rico’s electricity had been restored and some residents were going to the river to cool off and relax while others went to bathe, wash clothes, or gather water.
